Strategic objectives


The desired outcome of the Partnership Initiative is that systemic change takes place in the UK and internationally in areas in which the Fund has already made significant investments

The initiative currently has two Strategic Objectives: penal reform and lethal litter of war. Each strategic objective has planned activities and specific approaches. As the learning from past investments is drawn out, further strategic objectives may be added.

1. Penal Affairs: The objective is to secure a sustained reduction in child and youth imprisonment in the UK.

In working towards this objective, we will:

  • Fund an independent inquiry into the treatment of, and conditions for, young prisoners and their families, conducted in partnership with the Children's Commissioners and independent monitoring boards.
  • Fund an examination of the social and economic costs of such imprisonment.
  • Fund a review of the range and effectiveness of alternatives to custody.
  • Fund an exploration of diversion from the criminal justice system and sentencing practice with a focus on mental health needs.
  • Support work on an authoritative international overview of policy and practice.

2. Lethal Litter: The objective is to increase the protection of civilians from the effects of cluster munitions and other explosive remnants of war internationally.

In working towards these objectives, we will:

  • Give local campaigners in countries affected by cluster munitions a voice through through a new scheme, Local Voices, Global Ban: grants to help campaigners rid the world of cluster munitions
  • Financially support the Cluster Munition Coalition, of which the Fund is a founder member
  • Support a new treaty through the Oslo process
  • Host meetings at the Fund's offices in London
  • Support to our long term partners, Landmine Action

Learning and evaluation framework

The Fund's strategy includes a new approach to the evaluation and communication of our work. The Fund will operate evaluation strategies at three levels. We will evaluate the Fund, the initiatives and the projects we support. This will enable us to judge progress against objectives as money is spent, as well as understand the social change that achieving these objectives has created or supported. Our commitment to evaluation will enable us to speak with authority at a campaigning level. Communications will be one of the key tools used to achieve the objectives of the three initiatives. The synergy between the Fund's grants programmes and our communications is critical to the success of each initiative and hence to ensuring that each leaves a lasting legacy of change.
